Attachment file size limits

We were just discussing this. I did try a search then to see how large attachments can be, and came up with nothing. When uploading files, it's nice to now how big they can be. (Oh the keywords!!! :D)

On a related note, I'd like to see the .png limit be bumped to what the .jpg limit is. It's dismally small.
