KEerror 21023

I can't register on line for some reason. it says Keerror 21023: unable to register.
Also I get an error when I try to run addon 3. it says Knife edge internal error: 3149. It says 'the cd is out of sync with the index files. Please reinstall the application. code:995263365,1066265078

I found my problem with addon3. Cd had a smudge on it and cleaned it and now it works ok but still can't register on line.
