It appears that your plane is not centered on the x axis in max. Either center the plane in max or make the main wing and horizontal tail children of the fuselage

Can not grasp this rule.
In 3ds max show us where the pivots are for the control serfaces you have questions about.
Even pigs and bricks will fly with enough thrust.
