Are you mapping in wings? You need to set the center line of the fuselage for cutting in mapping, then you can use the projection normal option. It's a trial and error process.

another question: can I cut pieces out of existing ones (say to make control surfaces?) Just askin'.

In Wings 3D, not mapping, You can eather loop cut out the controll surface from the lifting object, or you can model it seperate. You're choice.
